This Advisory Framework has been developed by the Independent Office for Police Conduct (IOPC) and the Child Safeguarding Practice Review Panel to support safeguarding partners in delivering local safeguarding arrangements in England.
It is intended for practical local use, enabling safeguarding partners and IOPC investigation teams to share information flexibly, depending on the circumstances, to ensure timely progression of reviews.
The framework aims to promote the welfare of children and improve understanding of both local child safeguarding practice reviews (LCSPRs) and IOPC investigations. It explains how the two processes interact, how information should be shared, and the importance of meeting statutory requirements, including the six‑month LCSPR reporting timeframe and the timely completion of investigations.
